Check network and if the Host is down/unavailable. There may be an error in the defined port as some hosts listen on a different port than the standard ports as described below.
This error typically has an error code of RC=274C or RC=274D, both of which involve the host either not accepting a socket open on the active port or the host is down (typically port 23 for standard Telnet, 992 for TLS).
