When checked this Island will be inside a fixed location footer which is always visible at the bottom of the page. The rest of the page above the footer will scroll independently of this Island div.
You should only set this true on a single Island. It is generally intended for an Island containing an IslandPanel using the Actions Panel template which will contain the action buttons for the screen/page.
