There are a few issues that can cause a problem with the initial configuration.
The first thing to check is the settings icon--is there an icon? The bottom status row of the browser should include this icon in the far left:
If the leftmost icon (hand on settings document) is just a "white box" it is probably due to an ASP.NET configuration issue with your server.
