By default the Admin Console can be restricted by IP Address but by adding Console Users, it will require a user to sign-in and also user access rights can be assigned to limit what a Console User can do and see:
Note that once security is active, you cannot reset the password except by having Admin Rights, and if you are the primary Admin and forget your password, the only recovery is to delete all users from the registry using RegEdit and then add them back...so don't forget your password!
